Here's how a volume control is normally set up on an effects pedal:

The numbers above represent the lugs on a potentiometer.
If you want the volume control to increase volume as turn clockwise, then you want the signal coming from the circuit and going to lug 3, with lug 1 to ground. Lug 2 then becomes output. What's happening is that the signal is coming into the pot and a certain amount of it is being diverted to ground and a certain amount is sent out to the switch and then the jack and on to your amp. The pot controls how much goes to ground and how much is allowed to "escape" the circuit in the form of output volume.
